1、广东新供销天保再生资源集团有限公司(以下简称业主) 已经从德国通过德国复兴信贷银行(KfW)获得一笔贷款,用于采购广东新供销天保再生资源集团有限公司再生资源综合利用基地升级改造项目项下工厂和服务。
中国技术进出口集团有限公司(以下简称中技公司)作为招标代理代表业主为建设和完成有关广东新供销天保再生资源集团有限公司再生资源综合利用基地升级改造项目项下工厂和服务邀请合格投标人进行密封投标。可以由经授权的代理人代表制造商进行投标,条件是必须随投标文件一同提交一份原始制造商出具的授权函,授权指定的代理人代表原始制造商进行投标。所有投标人都必须提交证明材料证明他们有相应的资格、经验和能力,能够按时成功地履行工厂和服务合同。
国际竞争性招标将按KfW的一阶段双信封程序进行。
2、采购工厂和服务的名称及数量:项目一期的工艺设备部分,具体包括五大部分:1、一期年处理10万吨废塑的初加工生产系统及配套系统,2、一期废塑深加工生产系统中的年生产1.3万吨深加工生产线及配套设备设施,3、研发中心一期设备,4、污水处理厂改造系统及配套设备设施,5、一期车辆。详见第6章-业主需求。
所有投标人应对整个包的工厂和服务投标报价,如果投标人仅对包中的单项或几项工厂和服务投标,将导致废标。
3、投标人资格要求 合格投标人的最低资格和经验要求如下: ①在过去3年(2014-2016)中,年平均营业额至少4000万欧元。投标人应提供1套过去3年(2014-2016)经审计的财务报表复印件。应同时提供经审计的财务报表中文和/或英文翻译供参考。为评标目的,如果财务报表中币种不是欧元,将以开标日中国银行总行首次发布的外币对人民币的现汇卖出价折算成欧元。 ②过去3年(2014-2016)盈利。投标人应提供1套过去3年(2014-2016)经审计的财务报表复印件。应同时提供经审计的财务报表中文和/或英文翻译供参考。 ③投标人应为此项目在开标日前3个月内由投标人开户银行(国外一流银行或中华人民共和国国有银行省级机构)开具的银行资信证明正本和副本各1份。银行资信证明中需注明为此项目提供的信用额度,信用额度应不低于投标总价。如果在银行资信证明中没有显示为此项目提供的信用额度和/或银行资信证明由2个以上银行提供,投标将被拒绝。 ④过去5年(2012-2016)持续营业。投标人应提供1套过去5年(2012-2016)经审计的财务报表复印件。应同时提供经审计的财务报表中文和/或英文翻译供参考。 ⑤在过去10年(2007 -2016)以来,以合同签订时间为准,投标人以总承包(EPC)或分包商完成至少2个大型装备集成类似项目。大型装备集成类似项目是指项目单个合同金额不少于 1000万欧元的类似项目。类似项目指:1、废旧塑料分选、回收、加工项目;或者是2、汽车拆解、电子废弃物拆解、废金属及废纸等再生资源回收利用项目、垃圾焚烧发电、危险废弃物处理处置、填埋场修复和垃圾资源化等相关固废处理项目;或者是3、生产PP(聚丙烯)或PE(聚乙烯)或ABS(丙烯腈-丁二烯-苯乙烯共聚物)或PVC(聚氯乙烯)的塑料原料大型化工设备集成项目。 投标人应提供相关书面证明文件,包括但不限于合同、最终验收证书或最终用户证明等彩色扫描复印件,相关材料应能证明符合业绩要求的内容,并且提供相关证明文件的中文和/或英文翻译供参考。投标人应准备书面证明文件正本,以备评标核查。为评标目的,如果合同币种不是欧元,将以开标日中国银行总行首次发布的外币对人民币的现汇卖出价换算成欧元计算。 ⑥投标人应提供1套证明彩色扫描复印件,证实其符合ISO9000质量管理体系认证、ISO14001环境管理体系认证和OHSAS18001职业健康安全管理体系认证标准或同等标准。 以联合投标形式或联合体形式投标是允许。 只接受在中国技术进出口集团有限公司正式登记并购买招标文件的投标人递交的投标文件。
4、有兴趣的潜在投标人可从2018年1月23日起至2018年2月5日(北京时间),每个工作日(周末和公共假日除外)的上午9时至11时下午13时30分至16时30分(北京时间)在中华人民共和国北京市丰台区西三环中路90号通用技术大厦2107室(100055)购买招标文件。本招标文件每套售价为6,600.00元人民币或1,000.00美元,售后不退。我公司可接受邮购申请,但在任何情况下不承担招标文件因邮递迟交货或灭失的责任。邮购须另加400.00人民币(国内)或100.00美元(国外)。

6、兹定于 2018年3月20日上午9时30分 (北京时间)公开开标,开标地点在北京丰台区西三环中路90号通用技术大厦会议室(邮编100055)。届时请参加投标的投标人出席开标仪式。
7、本投标邀请函将在中国国际招标网和德国贸易和投资数据库上发布。
在递交投标文件截止日期前,投标人应在中国国际招标网登记。评标结果将在该网站公布。

INVITATION FOR BIDS (IFB) Bid No: 0706-17500002J073/01 For Upgrading Project of Comprehensive Utilization Base of Renewable Resources for Guangdong New Co-op Tianbao Renewable Resources Group Co., Ltd.
1. Guangdong New Co-op Tianbao Renewable Resources Group Co., Ltd. (hereinafter referred to as the Employer) has received financing from the Government of the Federal Republic of Germany through KfW Development Bank (KfW) towards the cost for procuring the plant and services under Upgrading Project of Comprehensive Utilization Base of Renewable Resources for Guangdong New Co-op Tianbao Renewable Resources Group Co., Ltd..
China National Technical Import & Export Corporation (hereinafter referred to as CNTIC) as the Tendering Agent and on behalf of the Employer hereby invites sealed bids from eligible bidders for the construction and completion of the plant and services for Upgrading Project of Comprehensive Utilization Base of Renewable Resources for Guangdong New Co-op Tianbao Renewable Resources Group Co., Ltd.. Bids shall be submitted by an authorized agent for and on behalf of the primary manufacturer provided that the bid is accompanied by a letter of authority from the manufacturer authorizing the designated agent to bid for and on behalf of the manufacturer. Documentary evidence will be required of all bidders that they have qualifications, experience and capacity to be able to successfully complete the contract on time for the plant and services offered.
International competitive bidding will be conducted in accordance with KfW’s one stage two-envelope procedure.
2. The plant and services to be purchased and Quantity: the process equipment for the first phase, including five parts: first, 100,000t annual waster plastics capacity of primary processing production system and auxiliary system for the first phase; second, 13,000t annual waster plastics capacity of deep processing production system and auxiliary equipment and facilities for the first phase; third, the equipment of the R&D center for the first phase; fourth, system and supporting equipment and facilities modification of the sewage treatment plant; and fifth, vehicle procurement for the first phase. (details see Section 6-Employer’s Requirements (ERQ) )
Bidders should quote the whole package of the above plant and services. If bidders only quote one item or several items of the whole package of the plant and services, the bids will be rejected. 3. Qualification requirements for bidder The minimum qualification and experience requirements for the eligible bidders are as follows: ① Annual average turnover has been at least 40 million euro in the past 3 years (from 2014 to 2016). The Bidder shall provide a copy of audited financial statement in the past 3 years (from 2014 to 2016). And the Bidder shall provide Chinese and / or English translation of audited financial statement for reference For the purpose of bid evaluation, in case currency in the financial statement is not euro, it shall be converted into euro according to the first foreign currency for the RMB spot selling price issued by Bank of China head office on bid opening date. ②Profitability in the past 3 years (from 2014 to 2016). The Bidder shall provide a copy of audited financial statement in the past 3 years (from 2014 to 2016). And the Bidder shall provide Chinese and/or English translation of audited financial statement for reference ③ The bidder shall provide one original and one copy of the Letter of Bank Reference issued by a first class bank abroad or a provincial level state-owned Bank in China within three (3) months prior to the deadline of submission of the bid, in which the line of credit for the project should be stated by the bank. The amount of line of credit should not be less than the bid price. If the credit amount for the project is not indicated in the bank reference letter and/or the bank reference letter is issued by more than one bank, the bid will be rejected. ④ Continuously in business during the past 5 years (from 2012 to 2016) The Bidder shall provide a copy of financial statement audited in the past 5 years (from 2012 to 2016). And the Bidder shall provide Chinese and/or English translation of audited financial statement for reference ⑤Subject to signing date of the Contract, the Bidder shall complete at least 2 similar projects for large equipment integration as general contractor (EPC) or subcontract in the past 10 years (from 2007 to 2016). Similar projects for large equipment integration refer to similar projects with no less than 10 million euro for each single contract price. Similar projects refer to: 1. Separation, recycling, and processing projects of waste plastics; or, 2. Disassembly of automobile and electronic waste, recycling item for waste metal, waste paper, and other renewable resources, electricity generation through waste incineration, dangerous waste disposal, landfill restoration, waste resource recovery, and other relevant solid waste disposal projects; or, 3. Large-scale chemical equipment integration projects for production of plastic raw materials such as PP(polypropylene) or PE(polyethylene) or ABS(acfylonitrile-butadiene-styrene copolymer) or PVC(polyvinyl chloride). Documentary evidence for the above projects including but not limited to colorful scanned copies of the contract, the final acceptance certificate and the certificate issued by the End User, etc. shall be provided by the Bidder. Relevant documents shall be in conformity with the above requirements. In addition, the Bidder shall provide Chinese and/or English translation of relevant documents for reference. The original documents shall be prepared by the Bidder for checking in bid evaluation. For the purpose of bid evaluation, in case the contract currency is not euro, it shall be converted into euro according to the first foreign currency for the RMB spot selling price issued by Bank of China head office on bid opening date. ⑥The Bidder shall provide one colorful scanned copy of the certificates certifying that the bidder has been found to conform to relevant standards of quality management system ISO 9000, environmental management system ISO14001, occupational health and safety management system OHSAS18001 or equivalent. The bidder in the form of joint bidding or a Joint Venture (JV) is allowed. Only Bids received from bidders duly registered with CNTIC when buying the bidding document will be accepted.
4.The prospective bidders who are interested in this project are kindly requested to contact China National Technical Import & Export Corporation for obtaining bidding document between 9:00 a.m. to 11:00 a.m. and 1:30 p.m. to 4:30 p.m. on working days from January 23rd, 2018 to February 5th, 2018 Beijing time (Weekend and public holidays excepted) in Room 2107, Genertec Plaza, No.90 Xisanhuan Zhonglu, Fengtai District, Beijing, China, 100055, upon non-refundable payment of RMB6,600.00 or USD1,000.00. We can accept the request from the applicant for dispatch by registered mail, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed. For mail order, an extra RMB400.00 (domestic) or USD100.00 (abroad) shall be added.
The prospective bidders should provide the following documents before obtaining the bidding document (The duplicate documents should be with official seal or signed by the Attorney). The colorful scanned copy of the following documents should be sent to the Tendering Agent by E-mail. The documents shall be used only for purchasing the bidding document, shall not be a part of the bid document and can not be used for bid opening and bid evaluation.
