1、福建省龙岩市第二医院(以下简称招标人) 已经从德国通过德国复兴信贷银行获得一笔贷款,用于采购一批医疗设备。
中国技术进出口总公司作为招标代理代表招标人为福建省龙岩市第二医院购置医疗设备项目邀请合格投标人进行密封投标。可以由经授权的代理人代表制造商进行投标,条件是必须随投标文件一同提交一份原始制造商出具的授权函,授权指定的代理人单独代表原始制造商进行投标。所有投标人都必须提交证明材料证明他们有相应的资格、经验和能够按时成功地履行合同的能力。

所有投标人应对整个包设备投标报价,如果投标人仅对包中的单项或几项设备投标,将导致废标。
3、有兴趣的潜在投标人可从2015年4月3日起至2015年4月13日(北京时间),每个工作日(周末和公共假日除外)的上午9时至11时下午13时30分至16时30分(北京时间)在中国北京市丰台区西三环中路90号通用技术大厦2107室(100055)购买招标文件。本招标文件每个标售价为10,000.00元人民币或1,700.00美元,售后不退。我公司可接受邮购申请,但在任何情况下不承担招标文件因邮递迟交货或灭失的责任。邮购须另加600元人民币(国内)或200美元(国外)。
4、所有投标书应于 2015年5月19日上午9时30分 (北京时间)(从招标文件出售日起不少于45个日历日)之前递交到招标机构指定地点。在此时间后递交的标书将不被接受。
5、兹定于 2015年5月19日上午9时30分 (北京时间) (从招标文件出售日起不少于45个日历日) 公开开标,开标地点在北京丰台区西三环中路90号通用技术大厦会议室(邮编100055)。届时请参加投标的投标人出席开标仪式。
6、只接受在中国技术进出口总公司正式登记并购买招标文件的投标人递交的投标文件。
7、合格投标人的最低资格和经验要求如下:
①在过去三年(2011, 2012, 2013)中,年平均营业额1000万欧元,并且在上一个财政年度有最低200万欧元的净资产(如果财务文件币种不是欧元,将以开标日中国人民银行公布的外汇中间价折算)。需提供过去三年(2011, 2012, 2013)经审计结论为无保留意见的资产负债表、损益表和现金流量表。
②过去三年(2011, 2012, 2013)盈利。需提供过去三年(2011, 2012, 2013)经审计结论为无保留意见的资产负债表、损益表和现金流量表。
③在过去三年(2011, 2012, 2013)中,完成至少2个医疗设备采购项目,单个合同最低金额不少于500万欧元(其它币种表示金额以开标日中国人民银行公布的外汇中间价折算)。投标人应提供相关书面证明文件,如合同复印件、合同生效通知和最终验收证书等。
④过去三年(2011, 2012, 2013)中,在中国有外国政府贷款或与国际金融机构合作项目经验。投标人应提供相关书面证明文件,如合同复印件、合同生效通知和最终验收证书等。
⑤投标人符合ISO9000标准或同等标准的证明。
⑥投标人应为此项目在开标日前3个月内由投标人开户银行(在中国需国有银行省级机构或国外一流银行)开具的银行资信证明正副本各一份。银行资信证明中需注明为此项目提供的信用额度。信用额度应不低于投标总价。如果在银行资信证明中没有显示为此项目提供的信用额度和/或银行资信证明由2个以上银行提供,投标将被拒绝。
8、本招标公告将在中国国际招标网和德国期刊“Nachrichten für den Außenhandel”和数据库“Bundesagentur für Außenwirtschaft ( bfai )”上发布。

1. The Second Hospital of Longyan in Fujian Provincethe Government of the Federal Republic of Germany through KfW Development Bank (KfW) towards the cost for procuring medical equipment. (hereinafter referred to as the Tenderee) has obtained a loan from
China National Technical Import & Export Corporation as the tendering agent and on behalf of the Tenderee hereby invites sealed bids from eligible bidders for the goods and related services for medical equipment project ofThe Second Hospital of Longyan in Fujian Province. Bids shall be submitted by an authorized agent for and on behalf of the primary manufacturer provided the bid is accompanied by a letter of authority from the manufacturer authorizing the designated agent to bid solely for and on behalf of the manufacturer. Documentary evidence will be required of all bidders that they have qualifications, experience and capacity to be able to successfully complete the contract on time for the Goods offered.

Bidders should quote the whole package of the above goods. If Bidders only quote one item or several items of the whole package of the goods, the bids will be rejected.
3. The prospective Bidders who are interested in this project are kindly requested to contact China National Technical Import & Export Corporationfor obtaining Tendering documents between 9:00 a.m. to 11:00 a.m. and 1:30 p.m. to 4:30 p.m. on working days from April 3, 2015 to April 13, 2015 Beijing time (Weekend and public holidays excepted) in Room 2107, Genertec Plaza, No.90 Xisanhuan Zhonglu, Fengtai District, Beijing, China, 100055, upon non-refundable payment of RMB10,000.00 or USD1,700.00 for each Bid. We can accept the request from the applicant for dispatch by registered mail, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed. For mail order, an extra RMB600.00 (domestic) or USD200.00 (abroad) shall be added for each Bid.
4. The deadline for submission of bids is before or at 9:30 a.m. (Beijing time) on May 19, 2015 Bids received after that date and time would not be accepted.
5. Bids will be opened in public at 9:30 a.m. (Beijing time) on May 19, 2015 at the place of conference room, Genertec Plaza, No. 90 Xisanhuan Zhonglu, Fengtai District, Beijing, China, (100055). Bidders are kindly requested to be present.
6. Only Bids received from Bidders duly registered with CNTIC when buying the Tendering documents will be accepted.
7. The minimum qualification and experience requirements for the eligible bidders are as follows:
①Average annual turnover of EUR 10 Million in the past three years (2011, 2012, 2013) and a minimum equity of EUR 2 Million (For the financial document which currency is not in Euro, it will be converted, for evaluation purpose, based on the middle exchange rate published by the People’s Bank of China on the date of bid opening) in the last fiscal year. The audited balance sheet, profit & loss statement and the cash flow statement for the last three (3) years shall be provided. The conclusion of Financial audit report shall be without reservation.
②Profitability in business in past three years. The audited balance sheet, profit & loss statement and the cash flow statement for the last three (3) years (2011, 2012, 2013) shall be provided. The conclusion of Financial audit report shall be without reservation.
③Completion of at least two medical equipment procurement projects with a minimum contract amount of not less than EUR 5 Million per contract (If the currency is not EURO, the currency will be exchanged to EURO according to the exchange rate of middle price published by the People’s Bank of China on the date of bid opening) in the past three years (2011, 2012, 2013). Documentary evidence for the above projects shall be provided by bidders such as copy of the Contract, the effectiveness notification of the Contract and the Final Acceptance Certificate, etc shall be attached.
④Experience in foreign government projects loan projects in China or with international financing institutions in the past three years (2011, 2012, 2013). ⑤A certificate that the bidder has been found to conform to relevant standards of ISO 9000 or equivalent.
⑥The bidder shall provide a letter of Bank Reference issued within three (3) months prior to the deadline of submission of the bid by a provincial level state-owned Bank in China or a first class bank abroad in one original and in one copy, in which the line of credit for the project should be stated by the bank. The amount of line of credit should not be less than the bid price. If the credit amount for the project is not indicated in the bank reference letter and/or the bank reference letter is issued by more than one bank, the bid will be rejected.
8. This Invitation for Bids will be published in China on the website “www.chinabidding.com” and in Germany on “Nachrichten für den Außenhandel” and data base “Bundesagentur für Außenwirtschaft (bfai)”.
